of my Despatch No. 43 of the 8th. of February last, I have now 16961.

the honour to transmit the enclosed memorandum draw up at my request by the Director of Public Works explaining the special nature of the duties of the Director of Public Works in this

Colony.

My own views coincide with those of Mr. Chatham, and I would refer to the question asked and notice of resolution given by Mr. T. H. Whitehead, Unofficial Member of Legislative Council nominated by the Chamber of Commerce recorded at page 47 of Hansard for 1901 when the appointment of a successor to Mr. R. D. Ormsby, Director of Public Works, was under consideration.

The resolution of which Mr. Whitehead gave notice was dropped for the reason, if I remember rightly, that it was recognised that in Mr. Chatham the Government were fortunate in having a particularly able officer who had proved himself well qualified for the post of Director of Public Works in this Colony, to recommend for the appointment.

The point which I beg leave to emphasize most strongly is that in the special conditions of this young and growing Colony it will prove an economy in selecting an
